If your bill is wrong or your supply has a problem, you have official ways to complain, and the company must answer within set time limits. This guide shows you how, and where to find your company's numbers.

Before You Complain

Whether your bill looks wrong or your supply has a problem, you have official ways to complain, and under NEPRA's consumer service rules the company must answer within set time limits. First, keep a few things ready so your complaint moves quickly:

  • Your reference number, from the top of your bill.
  • The bill you are complaining about, on paper or saved as a PDF.
  • The meter reading photo (snapshot) printed on your bill. Under NEPRA's rules it is time-stamped and kept for twelve months, so it is useful evidence in a billing dispute.
  • Any payment receipts, if your complaint is about an amount you have already paid.

Ways to Complain

There are several official ways to lodge a complaint. Use whichever is easiest for you.

Online

Use the official PITC complaint portal at ccms.pitc.com.pk. It works for every company and gives you a complaint number to track your case.

By phone or SMS

Call 118, the central electricity complaint line, or send your complaint by SMS to 8118.

In person

Visit your subdivision office. Under NEPRA's consumer service rules, Consumer Services Centers and One Window Operations receive all types of complaints and give you an acknowledgement with a date for their reply.

Your company's own helpline

Each company also publishes its own helpline and complaint numbers. They are in the next section.

How Long It Should Take

Under NEPRA's consumer service rules, the company must resolve different complaints within set times. Knowing these helps you follow up.

  • A wrong meter reading or a wrong calculation within 7 days
  • A wrong late payment surcharge, or extending a due date within 3 days
  • A dispute over a detection bill within 15 days
  • A change of tariff within 30 days
  • A duplicate (copy) bill the same day
  • Replacing a defective meter within two billing cycles

If the company misses these times, you can take the complaint higher, as shown next.

If It Is Not Fixed: Escalate

If your company does not resolve the complaint, NEPRA's consumer service rules give you a clear path to take it higher.

Step 1: the Electric Inspector

Complain to the Provincial Office of Inspection, also called the Electric Inspector. It is an independent office, outside your company, that handles metering, billing, and collection disputes.

Step 2: appeal to NEPRA

If you disagree with the Electric Inspector's decision, you can appeal to NEPRA within thirty days of receiving that decision.

Under NEPRA's consumer service rules, you can complain to NEPRA directly about over-billing, metering problems, a wrong disconnection, or electricity theft.

The Pakistan Citizen Portal (PMDU)

You can also lodge your complaint on the Pakistan Citizen Portal, the government's unified grievance system run by the Prime Minister's Delivery Unit (PMDU). It connects all government departments, federal and provincial, so you can register a complaint against any electricity company, WAPDA, or NEPRA in one place. Use the Pakistan Citizen Portal app, on the Play Store and the App Store, or the website at citizenportal.gov.pk. You sign up once with your CNIC and mobile number, and each complaint gets a tracking number, so you can follow it until it is settled.

You Cannot Be Cut Off While Complaining

Under NEPRA's consumer service rules, if you have lodged a complaint with NEPRA about wrong billing and a restraining order has been issued, your supply cannot be disconnected over that disputed amount. This protects you from being cut off while your case is being settled.

Important: keep paying your normal current bills on time while a dispute is open, so your connection stays safe. The protection covers only the disputed amount, not your ongoing bills.
